• Warehouse Constraints: You deal only with Cloth and Coins. Your starting warehouse is extremely tight (4 slots). Do not hoard resources; use them to clear Cobblestone tiles. This is a “spend-to-grow” economy. Each Cobblestone placed not only expands your storage but provides immediate bonuses and end-game VP.

II. The Building Cycle: Mandatory Placement and VP Logic

Building is not optional. If you meet the citizen requirements adjacent to a block, you must build. Mastering the timing of this mandatory phase is what separates novices from experts.

• Citizen Track Scoring: When you remove Citizens to build, you score VP based on the lowest uncovered value across the three Citizen tracks. You have limited control over the tracks, but you must monitor them. Being able to build may not be the main focus in your early turns, however it becomes more important as the game progresses.
• Level 3 Buildings vs. Cerdà Favor: Level 3 buildings are tempting with their flat 7 VP bonus, but they come at a cost: -2 steps on the Cerdà track. Since the Cerdà track acts as a multiplier for periodic scoring, losing 2 steps on the Cerdà track can cost you significantly during the intermediate scoring phases. Only take the Level 3 build if the immediate 7 VP and the Citizen track points outweigh the projected loss from your Cerdà multipliers.
• Corner Buildings: These occupy the triangular spaces along the diagonal street. They are easy to build, as they require any 2 Citizens, but are crucial for certain Modernisme tiles and Cerdà scoring.

While moving through your own streets is “free,” the goal is to land on a street action you desperately need but couldn’t resolve via Citizen placement. Moreover, placing a Passenger re-scores the street tile, so get those streets out on the map, to increase your benefits from Tram action.
• Modernisme Synergies: Modernisme tiles are your end-game goals. Look for tiles that match your strategy and get them as soon as possible, as they are reset after each Cerdà scoring.
